To further deepen the APEC multilateral cooperation, the “Silicon Valley-APEC Dialogue: Bay-to-Bay Collaboration” Forum, co-hosted by the Bay Area Council and MEBO International, was successfully held at the iCube Innovation Centre of the University of Hong Kong on June 1, 2026. As the 4th APEC – Silicon Valley Summit, this forum brought together top experts in Hong Kong and across the Asia-Pacific, alongside officials from multiple ABAC and PECC economies. Participants engaged in in-depth discussions on cutting-edge topics including the industrial implementation of artificial intelligence, digital economic development, and cross-regional collaborative innovation. The event fully built on the fruitful dialogue outcomes of the 2023 San Francisco APEC – Silicon Valley Summit, establishing an efficient platform for the innovative economic development of the Asia-Pacific.

Aligned with the global transformation trend of the digital economy, the forum featured multi-perspective roundtable dialogues covering a new landscape of AI-driven global economy, the development of new digital infrastructure, and in-depth cross-bay collaboration. It accurately addressed the core demands of industrial upgrading and coordinated economic development across the Asia-Pacific.

Kevin Xu, Chair of the APEC 2023 Host Committee, Director of the Bay Area Council, and Chairman of MEBO Group, attended the forum and delivered an opening address. In his speech, he offered an in-depth interpretation of the core value of the APEC platform and the strategic significance of the Hong Kong event. He stated that APEC stands as a highly cohesive platform in the Asia-Pacific, uniting consensus among all parties, and delivering win-win outcomes for industrial and economic collaboration. Since the launch of the regular dialogue mechanism between Silicon Valley and APEC at the 2023 San Francisco APEC Summit, the two sides have established a stable, efficient exchange and cooperation system. Hosting this event in Hong Kong leverages the geographical, industrial and international hub advantages of the Guangdong-Hong Kong-Macao Greater Bay Area to build a two-way communication bridge between Silicon Valley in the United States and the Guangdong-Hong Kong-Macao Greater Bay Area of China. It breaks down communication barriers between policy research institutions, enabling the sharing and exchange of high-quality resources.
Kevin Xu further noted that China will serve as the host of the APEC Summit in 2026, unlocking brand-new development opportunities for regional cooperation across the Asia-Pacific. As an international free port and core innovation hub in the Asia-Pacific, Hong Kong hosted the 4th “Silicon Valley-APEC Dialogue” event, facilitating fruitful exchanges of ideas, technological communication and resource linkage between the two world-class bay areas. The session kicked off a series of high-quality cooperation events.

The forum invited Dr. Sean Randolph, Senior Director of the Bay Area Council Economic Institute, to deliver a keynote speech themed “How AI Reshapes the Global Economic Landscape”. He analyzed digital infrastructure development and collaboration opportunities between Silicon Valley and Hong Kong. During the roundtable discussions, guests held constructive exchanges on directions including building an AI-driven economy and advancing cross-regional ecosystem collaboration. The forum also innovatively incorporated a sport, cultural and humanistic perspective, exploring how sports can serve as a bridge to integrate economy and culture. A representative from the Sacramento Kings shared relevant practical experience on this front.
On the same day, a closed-door medical innovation dinner, co-hosted by the Clinton Global Initiative (CGI) and MEBO International, was held at the Hong Kong Club, with Chelsea Clinton in attendance. Back in 1993, Bill Clinton put forward the strategic vision of a “New Pacific Community” and led the hosting of the first APEC Economic Leaders’ Meeting on Blake Island in Seattle, formally establishing the core mechanism of the APEC Leaders’ Summit. This pioneering initiative secured the APEC Leaders’ Summit’s standing as the highest-authority economic dialogue platform in the Asia-Pacific and advancing cross-geopolitical economic and trade cooperation.
At the event venue, Chelsea Clinton held a high-level fireside chat with veteran journalist Brian Calle. The session delivered forward-looking international insights from multiple dimensions, charting a clear path for global cross-border medical innovation and technology-enabled development of the health industry.

Notably, during the series of events, MEBO International signed a high-level strategic cooperation Memorandum of Understanding (MOU) with the NCAPEC Foundation. Through innovative and pragmatic on-the-ground projects, they will jointly advance peace, stability, shared economic prosperity and sustainable development across the Asia-Pacific region.
The series of events for the 4th APEC – Silicon Valley Summit Hong Kong Session received collaborative support from multiple top international institutions, including the HKU Jockey Club Institute of Global Sustainability, the Clinton Global Initiative, the Kevin Xu Initiativat the University of Chicago, Equitech Futures, and the Sacramento-China Office of California’s state capital. The successful conclusion of these events marks a key practice through which MEBO International deeply engages in international multilateral cooperation and connects top-tier global innovation resources.
